María Camila Moreno joined ICTJ in 2011 and has served as Director of the Colombia office since 2012. She has worked with ethnic communities on issues related to collective rights.
Since 1999, she has been involved in the formulation, implementation, and evaluation of public policies on human rights, with a focus on vulnerable populations. She has been invited to participate as a panelist in national and international seminars on internal displacement, refugees, and the rights of Indigenous peoples.
Moreno has experience in public institutions such as the Presidency, the Ombudsman’s Office, and the Attorney General’s Office, as well as in international agencies including IIDH, the Swedish International Development Cooperation Agency, UNHCR, and UNDP. She has also worked as a researcher on human rights issues. Her research has focused on internal displacement, public policies, DDR (disarmament, demobilization, and reintegration), human rights and prisons, access to justice in Colombia, and the political participation of Indigenous peoples. Between June 2024 and January 2025, she served as a member of the Colombian Government’s negotiating team in the peace dialogues with the Segunda Marquetalia/Coordinadora Nacional Ejército Bolivariano.
María Camila is an anthropologist specialized in land use planning from the University of Havana.
