Susie McLoughlin is the Program Department Coordinator at ICTJ’s headquarters. She brings five years of experience in the human rights and international development sectors, with roles at the Kashmir Law and Justice Project, the International Peace Institute, and Women in International Security. Prior to joining ICTJ, she coordinated a broad portfolio of global democracy-building programs at the International Foundation for Electoral Systems.
Her regional expertise is in South Asia, with a focus on India and Kashmir, where she has contributed to initiatives addressing human rights violations through research, advocacy, and international reporting efforts. During her graduate studies, she served as a research assistant on war crimes, accountability, and transitional justice, and her thesis examined the gendered impacts of militarization in Kashmir. She also has experience working on gender-related challenges across the human rights field, including gender-based violence and sexual and reproductive health and rights.
Susie holds a BA in International Studies with a minor in Women’s and Gender Studies from American University and an MA in Conflict Studies and Human Rights from Utrecht University.
